Can CBD be shipped to my state?
Written by: Author pendingReviewed by: Reviewer pendingUpdated:
Usually, yes. USPS accepts hemp products at or below 0.3 percent THC for domestic mail, and UPS carries hemp derivatives with Adult Signature Required (USPS Pub 52). A few states block the sale instead: New Jersey bans online hemp product sales and Washington bars unlicensed products with detectable THC.
Whether CBD can reach your door depends on two gates: will a carrier accept the package, and does your state allow the sale. Carriers are the easy part. States are where orders get blocked. The live per-state table is at /learn/cbd-legality-by-state, and checkout uses the same data to allow, gate or exclude a destination.
Will USPS and UPS carry CBD?
Yes, with conditions. USPS Publication 52, section 453.37, permits hemp and hemp-based products including CBD with THC not exceeding the 0.3 percent limit to be mailed domestically when the mailer complies with all applicable federal, state and local laws and keeps compliance records such as lab results and licenses "for no less than 3 years after the date of mailing." International mail, including APO, FPO and DPO addresses, is prohibited (USPS Pub 52).
UPS accepts hemp derivatives only as permitted by federal, state and local law, requires UPS Adult Signature Required service on all U.S. shipments containing hemp or hemp derivatives, prohibits aerosolized (vape) hemp products, and prohibits any synthetic or lab-made cannabinoid compound. From December 11, 2026, raw hemp shipments must carry a certificate of analysis showing total THC, including THCa, of not more than 0.3 percent (UPS).
In practice: non-intoxicating CBD ships USPS or UPS. Anything with meaningful THC ships UPS with an adult signature and a 21+ identity check at checkout, and only to states that allow it.
Which states block or restrict delivery?
Carrier acceptance does not override state law. Four states illustrate the patterns you will see in the table:
- New Jersey immediately prohibits "selling, offering to sell, or distributing any hemp-derived product or intoxicating hemp beverage online" under P.L. 2025, c.215, and classifies products above 0.4 mg total THC per container as cannabis from April 13, 2026 (NJ CRC). New Jersey is excluded at checkout until counsel clears sub-threshold CBD.
- Washington allows only licensed cannabis retailers to sell products with detectable THC (WSLCB). Only non-detect isolate and broad-spectrum products are eligible.
- California regards any detectable THC in a hemp product as intoxicating and bans inhalable hemp products (CA DCC). Same answer: non-detect only.
- Oregon requires every cannabinoid hemp product sold to Oregon consumers, online or in stores, to be registered in the OLCC Hemp Registry, with enforcement from June 1, 2026, and the seller needs an ODA Hemp Vendor Site license at $100 per year (OLCC; Oregon ODA). Oregon orders ship only for registered products.
Several other states set per-package THC limits or license requirements. Those rows are maintained in the state table rather than here so they can be updated without rewriting this page.
What does the checkout actually do?
Three statuses drive the shipping matrix:
- Ship. No state restriction for the product lane. Standard USPS or UPS.
- Gate. Allowed with 21+ verification and UPS Adult Signature. Applies to anything with detectable THC.
- Exclude. The state bars the product form or the online channel. The cart will not accept the address.
Status is assigned per lane, not per store, so a non-detect isolate tincture and a full-spectrum tincture can have different answers for the same ZIP code. After December 11, 2026, the federal 0.4 mg total THC cap narrows the "ship" column to non-detect products nationwide (see /learn/2026-federal-hemp-rule).
What should I do if my state is excluded?
Pick a non-detect product if your state's issue is trace THC. If your state bans the online channel entirely, as New Jersey does, no product form fixes it. Check the table, and if your state's row is marked under review, ask before placing an order rather than guessing.
