Can hemp products ship to a PO Box, APO or FPO address?
Written by: Author pendingReviewed by: Reviewer pendingUpdated:
PO Box: yes for non-detect CBD by USPS, no for anything requiring UPS Adult Signature. APO, FPO and DPO: no. USPS Publication 52 bars hemp products from international mail, including items addressed to Army, Fleet and Diplomatic Post Offices (USPS Pub 52). All orders are limited to the 50 states.
The answer depends on which carrier can reach the address and which product you ordered. Post office boxes are USPS-only. Military and diplomatic addresses are routed through the international mail system, which is closed to hemp entirely. Here is the breakdown.
Can CBD ship to a PO Box?
Yes, for non-detect products. USPS is the only carrier that delivers to a post office box, and USPS Publication 52 permits hemp and hemp-based products including CBD with THC not exceeding 0.3 percent in domestic mail when the mailer complies with federal, state and local law and retains lab results and licenses for at least 3 years (USPS Pub 52). Isolate and broad-spectrum tinctures, softgels and gummies with ND THC on their lab reports qualify, so choose USPS at checkout and enter the box number as the shipping address.
No, for products with hemp-derived THC. Those ship UPS Adult Signature Required because UPS requires that service on all U.S. shipments containing hemp derivatives (UPS), and an adult signature needs a person at a street address. The cart will ask for a street address if a THC product is in the order. TODO: verify UPS's published PO Box delivery statement for the U.S. and link it here.
Practical tip: if you receive mail at a box but live at a street address, enter the street address for THC orders and the box for everything else. Orders cannot be split between the two.
Can CBD ship to an APO, FPO or DPO address?
No. USPS Publication 52 states that hemp shipments are prohibited in international mail, "including items addressed to Army, Fleet, and Diplomatic Post Office addresses" (USPS Pub 52). Military and diplomatic mail is handled under international rules even when the recipient is a U.S. service member, so the domestic hemp allowance does not apply. UPS does not serve APO or FPO addresses at all.
This applies to every product on the site, including non-detect CBD, pet products and topicals. Checkout will not accept an APO, FPO or DPO destination.
Can CBD ship outside the United States?
No. Hemp-derived CBD is defined and permitted under U.S. law at 0.3 percent delta-9 THC (7 U.S.C. 1639o), but other countries draw their own lines, and both carriers bar it from international service: USPS under Publication 52, and UPS prohibits aerosolized hemp on import and export and accepts hemp derivatives only as permitted by all applicable laws (UPS). Shipping is limited to the 50 states, and within them to the states the legality table allows for each product lane. See Can CBD be shipped to my state?.
What about Puerto Rico, Guam and other territories?
USPS domestic mail reaches U.S. territories, but hemp rules there are set locally and the state table at /learn/cbd-legality-by-state currently covers the 50 states only. Territory orders are not accepted until that table is extended. TODO: confirm territory policy with Mike.
